I agree with what some of what you wrote but some of it isn't right. For example, republicans wanted spending cuts like Germany, but Germany helped throw must of Europe back into recession. Increase spending during and after recessions, not cut. It's an FDR lesson. He tried to balance the budget and threw the country back into recession and extended the Great Depression. We learn from our mistakes. Republicans repeat them.

The gop also used the filibuster on everything, including judgeships. That was new. Reid had to use the "nuclear option" to back to majority rule.

Dems in Congress could have increased the spending bill if they wanted. Blaming two people in the Executive Branch seems small. While they gave Congress a starting point, Pelosi and Reid could have easily added more. Legislation is supposed to go from Congress to the President, not from the President to Congress but we have a worthless Congress and we've had worthless leaders for a very long time.

IMO, Clinton forced Dems to raise taxes and balance the budget. Obama forced them to pass the ACA and Biden is forcing them to pass infrastructure. They want vacations and it's been this way for decades.
