The number of people that can tie knots has dropped. We are knot-retarded by that measure. As opposed to "not retarded". That is not in the article but is an area where we are less skilled in a basic utilitarian area of knowledge. Please read the lecture by Flynn and I'd be glad to comment on specific passages - I didn't see one that said anything about cause and effect. He did mention nutrition and parasites as POSSIBLE explanations of the "Paradoxes". There are a number of cases where the effect is reversing in the developed world, though it isn't for people coming to those countries from less developed countries.

The central idea of Flynn holds, we got demonstrably smarter in the last hundred years due to more education. Might help to have a page quote from his material. We may have gotten "demonstrably smarter in the last hundred years" but overall we are no wiser. In the last 100 years well over 100+ million people have been slaughtered in numerous conflicts. Many things that have been invented over that period are soon turned into ways to kill & control other humans. And these smarter people have developed the means to eradicate all life on the planet if they so choose. As I said, no wiser.
