Could it have been better? Yes, IN RETROSPECT. There was no way to conduct a smooth withdrawal without the Afghanistan President and the army holding position.

Could we be at war with China if Trump and Navarro were still in charge?

Nope. There was no order. Pompeo signed a surrender in '20; we'll get out if you don't attack us. While Trump was pulling out most troops, the rest of the country was already starting to fall.
