Your claim is that it is a tradition. Your numbers don't support that. Assuming that The National Review is accurate, Buckley must be spinning in his grave over what has happened with it, there still was a confirmation. Not to mention, I imagine they all got a hearing. Unlike what happened under Moscow Mitch.
