Mitch is a lot of things. But he isn't stupid. He knows very well that if he manages to shut the government down for any length of time, that means Social Security checks won't go out or, if they do, they will be reduced. Since seniors are an important component of the Republican base, alienating them would be suicide. However, brinkmanship is a winner since most of his base doesn't really understand the ramifications of a shutdown other than it hurts government employees. And that is fun!
