Japan MITI To Ease Controls On Encryption Technology Exports

TOKYO (Nikkei)--Japan's Ministry of International Trade and Industry (MITI) will ease export controls on digital video disk ( DVD ) drives and two other items that contain encryption technology, the Nihon Keizai Shimbun reported in its Friday morning edition.

MITI will change how it inspects exports of the three types of products - DVD drives, personal computers with DVD functions, and decoders for satellite and other TV broadcasting - starting Friday.

The ministry will issue licenses permitting exports of the three types of products for three years. Currently, exports must be individually inspected and permitted on a case-by-case basis.

However, exports of such products to Iran, Iraq, Libya and North Korea will continue to require individual inspection.

The Wassenaar Arrangement, which replaced the Coordinating Committee for Multilateral Export Controls (COCOM), considers products with encryption technology as strategic materials that can be converted for military purposes. The degree of export controls on these products is left to the discretion of member nations.
