It doesn't seem correct to me to use a comma inside the quotes if it wasn't part of their statement.
That is, of course, how you separate quotes from a person who is speaking, like the following:

"The rain in Spain," she said, "falls mainly on the ground."

I'm not sure what the rules are for inclusion of the comma within quotes or not in general terms, I just know there are cases for both inside and outside.
