You give us food for thought. The Roth IRA is good for the government now, because it will be many years before they will have to make up the difference, not necessarily because they know that the market is heading into a downtrend. Most of the guys raking in the money won't be around when they have to raise taxes on something else later.
Also, selling options on mutual funds is just a way to make more money in any kind of market. There are commissions charged whether the options make or lose money for the people buying and selling them.
As always, just MHO. I don't see either things as necessarily a bearish indicator. However, this is from someone who managed to lose money in 1997, but I am up 10% this year already.
