Reading Peter Lynch, (which may be outdated but) he said the SEC prevents a Mutual Fund from owning more that 10% of the shares of any one company and they cannot invest more that 5% of a funds assets in any one stock. So I'm assuming that if ML wanted to own more than 10% they would have to spread their shares around. And if the buyback were significant enough ML et.al might be forced out of a few shares.

PSI is Merrill? What is their connection?

This comes right out of the SC 13G/A that was filed:

ITEM 7 Identification and Classification of the Subsidiary Which Acquired the Security Being Reported on by the Parent Holding Company.

PSI is a corporate managing general partner of Merrill Lynch Asset Management, L.P. and Fund Asset Management, L.P., each of which
is a registered investment adviser under Section 203 of the Advisers ect.
