Am fairly certain that the Uyghurs are neither going extinct nor economically not helped along, as population rising and had always, and preferences plenty, all along the way. My sister-in-law benefited greatly over the eons after graduating from university and now in content retirement. Do not know about ethnic minorities elsewhere, as meritocracy and preference politics are difficult to balance especially when racial identity is made an issue for whatever reasons.

I have never ever seen nasty street brawls and petty office politics in China floating on a thin layer of cover for racial anything involving China ethnic minorities by the Han majority. Perhaps I led a sheltered existence, or maybe I am not bent by CNN.
