Bingo. In order to tax what's not realized, they get to monitor everything that already is. Then they get to decide what the unrealized part is worth, and what the tax punishment is based on your compliance or lack thereof. In other words: a social credit score tied to taxation.

ALL property and businesses that are inherited must also pay unrealized gains before the property or business can be inherited...
