They are selling 12-core 1st Gen Threadrippers for $130 on Newegg. But the motherboards for those chips start at $350, so you can't make a cheap system...

Personally for anything new I look for closer to 20k as a minimum but I still have laptops I use all the time with scores below 10k however they are maxed out in ram and SATA3 SSD and don't do any heavy lifting.

The ram and ssd look low but if this is nothing more than a glorified web browser should be fine. At least they can be upgraded later. I'd go with a newer 2nd or 3rd gen Ryzen. It won't necessarily cost much more and will boost the overall passmark score but more importantly the single thread score should get a nice boost and that improvement will be noticed in most programs. 1st gen Ryzen are lacking in single thread performance, imo, and have consistently improved with each new generation. Otherwise looks like a good budget box.

A modest up-sell I'd suggest and it's a personal choice and only if $10-15 more is a Blu-ray/DVD-RW. That way there is the option to rip Blu-rays for personal collection or use the PC as a player. The last time I bought one it didn't cost much more than the DVD-RW.
