Yes, overall superior for same price, and the ram should be a little faster. Ideally in this form factor there is a NVMe slot and a 2.5" drive slot although only one may come filled. Didn't check on the Dell but at first glance appeared the HP didn't have a 2.5" slot. If you're buddy is using this as a glorified browser at Starbucks then he can upgrade the NVMe over time or use external storage. I'd also advise him to subscribe to a rock solid VPN service and try to avoid conducting sensitive transactions in public. fwiw.
