There is a simple way to look at it. Follow the money. Which lobby groups and industries contribute the most to the congress? Who hires the most number of government bureaucrats and congressional aides after they leave office? Follow the money that you will have your answer.

But for this discussion, my point was that the real theft is not in taxation, grants, or spending; it is in having the rules changed so that your group always comes on top.
