This could be considered a 'treaty' of sorts where the Senate has to approve... Biden can agree to whatever he wants to agree to, doesn't make it law or even a treaty to which the US is bound... Seems to me that any agreement with a foreign entity would be seen as a treaty and would need to be approved in the Senate. Seems I recall something like that happening with Sotoero with the climate deal. I think he signed the deal but the Senate never voted on it so it was kinda moot. Then Trump I think called bullspit and pulled the agreement.
