Gray indicates that the state has neither implemented or banned COVID-19 vaccine passports. Also included is states that have significant localities with COVID-19 vaccine passports (Aqua). Green includes states which have created a vaccine passport mobile application, but the application is not mandated to be used in the public or private sector. As of October 2021, no US states had mandated use of vaccine passports. I believe COVID passports will be a gateway for digital currency in the world. The US is currently the leading bulwark against this (but only by conservative controlled States) due to the Constitution.
