I think he's saying that they need to hike soon or they will have to go as high as 4% to get inflation under control down the road. The longer they wait, the more inflation inflation can start the spiraling cycle that would take high rates to reverse.
You can tame it now easily. But if they wait until say later next year, by then, vendors will have raised prices so workers will have demanded raises which would cause more business to raise prices Rinse, Lather, Repeat. By then, instead of a 2% rate flattening things out, it could take 4% just to show they are serious.
