This is encouraging. Many times an announced spending initiative causes a short-term dip in price due to questions of viability.
Perhaps there were enough 'mover and shakers' at the party to bring in some big buyers.

Again there was a lot of speculation based on assumptions which were made regarding the press release. Though it was the most well-written
so far, there is not enough detail to make an informed judgment on what it exactly means. It seems to me that we should wait and see the details before we get too emotional. I'm sorry Richard left. Though I understand his motivation, I don't think bailing that quickly without all the details is necessary. It would be a different story if this was a typical BB stock without revenue and only a story to tell. I just don't see much downside risk at this level. JMO.
