It's not an option. It's automatic, reminding you of the setting which you can toggle back and forth.

"why does SI have an option to display posts by people you have on Ignore?"

At the end of the day there is an Option in "Settings" where one can choose NOT to see posts by someone that is on one's "Ignore" list ....
