There was an editorial in Wednesday's WSJ written by an economist and a judge saying the the decline in AIDS deaths is not due to the PI's but due to behavioral changes. They said that the epidemic peaked in 1993. The introduction of PI, they add, could not have had any impact on the decline of deaths since the peak in the epidemic was in 1993.

However, the editorial said that the PI's will cause people to be less careful in their behaviors and thus led to the further spread of AIDS.
