That is ridiculous. The perp was a unicorn that had no intention of shooting. Had that been a punk in LA, St Louis, Shreveport etc., the cop would have been dead.
That is a training video on what NOT to do. Leaving cover, standing out in the open with a gun pointed at you is suicide 90% of the time. That cop wouldn't last a month in a large US city.
As for Canada vs the US. It's not PC but accurate, your demographic is a lot different than our areas that have the problems. Our crime statistics are likely similar in places that have matching demographics.
Before I retired, I was trying to decide where to live. I looked at a LOT of options as I had a lot of prospects. I used city data site a lot and started noticing trends. Demographics matched crime, school ratings etc. It got to a point that a friend and I invented a game where one of us could state a statistic and the other had to answer with the missing other statistics. We got really good at it and could pretty much counter within a couple percent. It's been 13 years (time flies) so I'm out of practice now but math, science skills, violent crime all follow despite what the pollyannas say.
If someone wearing a green shirt punched you in the face every day but you didn't get punched by people wearing red or blue shirts. You would start being on guard whenever you were near people wearing green shirts unless you were a simpleton.
