I think it's just to be a 4 month time frame but made to always be on the same day of the week. 119/7 then divided by the average weeks in a month 4.3 puts you at 3.9****
It's been a while since I bought 3 month bills since rates are low but I think they were 80 something day officially even though I called them 3 months. I used to always have rotating 3 months every 2 weeks for emergency money.
