I'd also throw RICO at those arrested, since there is obviously a conspiracy.
Every perp who is caught in these flash mob robberies is being charged with a host of charges including conspiracy.

Of course the ones who have been caught thus far were just low-level footmen. It's gonna take a while to get to the actual organizers behind the scenes.

My only problem is that California is notorious for being soft on crime, especially theft. Even Prop 47, which was supposed to stop at $950 or above, gave everyone the impression that California doesn't prosecute those who steal property. "They have insurance! It's not like lives are being lost!"
