The point is that the article maintains a huge expenditure of 400 million British pounds and hiring 350 new technicians to bring online extra capacity and that the expansion will not be complete until 2023 or 2024.
What's wrong with that? Samsung wants to build new chip fabs in Texas, which won't be online until end of 2024. By then, we should already be past the current chip shortage.
