Normal, a word I didn't use, has been a declining crime rate. An end to S&G will be a return to normal.

I guess from Rat’s POV it is a return to normal. He wants the hippy tree people to return to Eden and establish a scientifically controlled balance of nature. Someone forgot to tell Rat nature has never been in balance so he is already on the downward slope. Rat thinks all can be made well with government money, and if not he can howl in delight as the government steals money from people who have earned it to pay for his fake garden.
