I think RKDA among many other small cap & IPO's are seeing tax loss selling. Been adding to many of these this month for that reason. Several I watch have fluctuating revenues but selling at/near stated BV. Some have valuable patents (like RKDA) and many of these 2021 IPO's have no earnings and s/d be selling at all time lows.. Therefore, hard to argue a value proposition. I do agree w/ you that Mr. Market many times does not value many of these micro/small caps correctly. Only until we see Private Equity or a large activist/value investor (like Carl Icahn) will the market step up and take notice. Insider buying also can be an alert that there may be hidden assets.
