If the Supreme Court rules it's illegal except by state Individual law passed by a majority of the voters on the current voter roll, as of the most recent federal Election Day,

then individual states (California) could allow it as the SC defines it, but it might be illegal in 36-38 of the states.

It would not be a free for-all as California bids to pay with regular tax revenue. If they follow Newsome's suggestion, then he's asking for the SC to define what applies for he 50 states, and territories.

I think what Newsome proposes, to force it onto the other up to 49 will backfire.
