There's no doubt about Trump not caring about people suffering. He admired the Chinese govt for putting down the Tiananmen Square uprising with "the power of strength." He admired Xi for putting Uighurs in concentration camps and told him so. He admired his lover, Chairman Kim, for making NKeans squirm before him.
