[I thought that this was the case also. But if you ask any of the top tier vendors to ship you a PC without Win95 pre-installed, they may do it, but they will not give you a discount for not receiving Win95. I also thought that the Consent Decree was supposed to stop this practice.]

Wouldn't the computer makers have to be a party to the consent decree if it was to stop that practice? I don't think they were. I suspect it's probably more work for them to sell you a system without an OS than with one, hence no discount.
