No, the question that must be asked is, "Why do Republican legislatures underfund elections in counties that have a preponderance of Democrats in them?" The question answers itself.

And of course the other question that must be asked is, "Why do Republicans object to having computers draw electoral districts so that they will fairly represent voters?" Again, the question answers itself. They don't want each voter's vote to actually count instead of having a disproportionate number of Republicans getting elected due to packing and cracking. For example, NC is a 50-50 state in terms of numbers of votes cast but the Congressional delegation that represents NC is projected to be divided 10-4 or 11-3, with only 1 or at most 2 districts actually being competitive between the parties.

That is the most despicable corruption that you of course are silent about.

Oh my! Buying pens and making sure people get paid! How, how anti-American can things get! What about her mailers?

Now I agree that it was nefarious that the workers were provided pens and pay for their work by outside agencies, but not in the way you are trying to cast it. It was criminal that they didn't have those things. Any rational person would agree. That you don't speaks volumes about you.
