If you have had experience with grants, then you know that you have to detail exactly how the money is spent. You don't just say "I want some money" you know.

What you haven't shown is that the awarded grants made changes to the grant application request to do the things you claimed. You have made very specific claims but haven't showed that the language was inserted to do that. Making wild accusations is easy. That you have done. What you haven't shown is that

a) there was language to do what you claim.
b) that the language was inserted by the grantee.

All you have provided is speculation that it could have done what you claim. Speculation isn't proof. It has nothing to do with ethics, but everything to do with reality. Of which you don't seem to have a grasp of.
