And through his perfectly appropriate data management people, pinpointed precisely where the money should be spent to guarantee a win. Then, he placed that money in those precise locations by using the money to buy access to specific locations -- in some case down to individual blocks within cities. He bought access by indirectly (only to keep him at a legal distance) having CTCL and CEIR do the dirty work. That's how the votes were purchased. He paid for facilities that did not exist under voting law, so he got the laws changed as needed, then funded setting up the operations where when a likely candidate walked by they could grab the person and collect the vote on the spot. Rather than having that person consider whether they wanted to vote at all, or who they wanted to vote for. It was the equivalent of a domestic psy-ops technique: The goal is to influence the emotions, motives, objective reasoning, decision-making abilities and ultimately the behavior of governments, organizations, groups, and individuals. In foreign countries, such operations include building schools, disaster assistance, etc. I know, not good enough for you. But you're never going to find someone coming in and holding up a suitcase and proclaiming "I found the votes!" -- and have it turn out to be the actual votes. You should not presume the individuals stealing the votes are that stupid. They're corrupt, but not idiots. IF you want to know how it was done I refer you to Mollie Hemingway's excellent, expertly compiled book. I'm not go to recite what she has carefully compiled. That you haven't read that book as yet suggest you really don't want to know what's in it. Please keep in mind: That you don't want to believe it doesn't suggest in any way that it didn't happen.
