James, doing a quick scan and adding in my head, it looks like up front payments only ammounted to something like $360M. Seems low to me. Wasn't the upfront payment required supposed to be something like 50% of the minimum bid for each market you planned on bidding on? I'm not sure what to think yet, but I was shocked at the absense of a lot more big bidders like WNP Comm. And at the little up front payments by the Bells. Heck, the upfront payment for one decent sized city must be $5M. What are these guys planning on doing?

I need to look at this and think for awhile.

I seem to remember that the up front payment has something to do with how high a bidder may bid....
