Hi Gary, This is fun! Sounds like you got me on the 3800-I need to be more suspicious of cocktail party chat. There are a number of small companies working on proprietary protocols that are more in line with what the IETF is supposedly thinking than RSVP is, setting up policy servers, with (hopefully) ubiquitous policy agents so their server can manage them, but I don't know of anyone who has a story with all the pieces in place (or on the horizon, for that matter).
