Cloud cover is not a special factor as long as there is a decent ceiling say 3,000 feet and there is not a big cumulus buildup which could indicate electrical activity.

Visual tracking is nice to have but it is not really necessary these days. The key is potential thunderstorm activity.

Finally they will want to know the thickness of the cloud. Punching through a few thousand feet is not a problem but more than that the action of the rocket through the cloud can build static electricity.
