I think this is a high strategic move on the part of Microsoft. By placing the browser group within the Win OP development team, the question--or accusation by DOJ--of bundling could become a non-issue.

No one will ever accuse BG of being stupid.

I never thought of it that way. It is a phenomenal idea, all big companies should practice it.
