news on the wsj website: a manager from franklin said that they believe oxhp problems can be fixed. the price is cheap; they expect to make lot of money from the investment. they like oxhp's franchise and large membership base in ny area. filing 13g means passive, but franklin has 13g on all other hmo holdings except pacificare company. evidently they dislike pacificare's management. people from cowen co. expressed some disappointment because mp is passive; one analyst said price of oxford could come down after people realize that.

i do hope that many other money managers see the value in oxhp and follow suit of buying oxford stocks. demands will push its stock higher. remember oxhp does not have any long term debt. the management still do not want to load any debt when looking for financing. i also hope that ny city government will ok oxhp's application for raising their charges.

I think that 02/17 is quite possible. When I went through old posts on this board, somebody said that in '97 OXHP announced on 02/18.
