Yes, it was a memorandum which was signed by both US and Russia to respect Ukraine's borders in exchange for nukes. It was also a treaty of peace and cooperation between Russia and Ukraine where Russia promised to respect Ukraine's territorial integrity.
Of course, Putin respects these documents very much... lol...
What I meant that as soon as Ukraine is not a NATO member, US is not under obligation to protect this country with military force, as they are for Poland and Baltic countries.
I am positively sure that Ukraine is developing nukes now, but keeps it secret.
