When is America going to STOP SPENDING MONEY that it doesn't have

Increased debt may be fine as long as the economy is growing. It's the ability to service the debt that is the key issue, and the US' low financial interest rate indicates the markets believe financing the debt is not an issue.

The spending...well, that's a different matter.

Like most politicians opening the spigots and kicking the can down the road is a wonderful thing. raising interest rates is not going to do much to stop inflation unless rates are high enough to put a few more million people out of work, which I doubt the fed is willing to do. I think to do that they would have to raise rates to 9%. I am just tossing that number out of thin air admittedly.
