So I tried to figure this out and couldn't find enough detail, but the guy had just tried to push a different woman onto the tracks. She was able to resist the and avoid it. But I was not able to determine her race. Anyhow, the first "almost" victim's race might be why they choose not to pursue it as a hate crime...
