I think the point was that he had low expectations and since Biden didn't outright declare war, then his expectations were exceeded. Hard to understand, but he's been here for a long time. He likes to provoke as an outsider, for fun. He's from NZ. Bruwin's from SA. Nice to get a take from outside the US, especially with a lot of experience and past predictions that went against the grain, but were proved right, or at least better than mine, IMO. You used to post over on PfP, so I thought you'd recognize him.
