So far all they’ve been getting is the insulting refrain that Ukraine's entry into NATO is a matter to be decided strictly by NATO and the government of Ukraine.

It doesn’t work this way.
It mostly does. And historically mostly has. Including with Cuba, which was and remained a Soviet ally.
