Depends on so many factors.

Young guy with small investing portfolio? Just a couple shares of each of the FANG stocks now might amount to 20%.

As always, always, the question needing answering is: "How long would you be in for?"

Having 20% of the portfolio in FANGs is very possible if somebody bought these positions ten years ago and held on, maybe even added occasionally.

I leave it for somebody to confirm or deny, but if somebody invests primarily or solely in the cap weighted S&P, aren't they already at least 17% in FANG's with that?
