Zeuspaul, the delay is a good idea. I'd modify it slightly
to allow me to set the delay as suited me.

I think the crux of this particular issue (not to exclude
others, of which there are many) is that it's not an
abridgement of free speech if I choose not to listen to
someone; it's abridgement only if one can't talk (in
particular, to those who haven't heard one's message
yet in order to decide for themselves).
