"...up and coming with great fundametals..." - yes, well Steppe certainly has the metals, and now (likely) they have the fundas. But I still think the single biggest drawback in market perception is the political risk - the history to date of the Kazakh powers-that-be has not been brilliant, and people remember. When Standard Bank confirms their commitment, that will show up as a vote of confidence, and help a lot. The perception of whether or not the government will permit some level of profit on Steppe's investment and effort is about as fundamental as you can get, imho.

Maybe John would like to comment on Rick's Rule #2 - that mineral exploration and mine development are two different businesses, requiring two different sets of skills, and likely two different sets of people; rule.stockscape.com
