I realize that this phrase has some big words "reappointed to the position of chair", but maybe several of your fake friends could explain them to you. The Fed chairman is reappointed or replaced by somebody else that the President thinks will do a better job. These are the only 2 choices, replace or reappoint. (that should make it much easier for you to figure out!)

If he's not replaced by somebody that the President thinks will do a better job, the President has full faith in his capabilities and reappoints him. DUH...

Maybe you can ask mongo666. I'm pretty sure that he finished 3rd grade and can help explain this to you.
