Well, sadly, due to the frailty of the human condition, there are always the brigands to deal with. I'm essentially an anarchist myself, but the purpose of all those laws that should be observed, and the purpose of the government, is to keep the brigands under control, and to keep a deterrent for other states and nations to become brigands too. Hence taxes, as there are costs involved. So the occasional Samurai is necessary to keep on standby. Thats my best guess. -g-
