Further to JMs post:
In addressing the Canadian Parliament Canadas Auditor General said "We are concerned that if progress continues at the rate we have observed, it will likely be too slow to overcome the Year 2000 threat. Systems that support major government programs may fail and continuous delivery of these programs and services could be at risk."

A Mr. Robert Mornan of IBM Canada agreed and said " The (Canadian) government MUST channel ALL of its resources into the Year 2000 Project or ALL SYSTEMS WILL FAIL."
