Have you ever heard of Whitewater Development? Clinton didn't become a focus until last few weeks. Vast majority of $ spent on the real estate debacle in arkansas called Whitewater. Although the number of prosecutions in the case may be a small "ROI" for the time and money, who is to judge what is the target ROI for criminal investigations? Where is the cutoff in terms of $s and time. How much did FBI, ATF, DOJ and DEA et al spend on investigations and prosecution for Ruby Ridge, Waco, Drug interdiction, Oklahoma city.... What were the ROIs on those? Do you think anyone in government really knows the true $ costs in anything the government agencies do? Most are PFA estimates by low paid bureaucrats (Pluck From Air).
