Respond to of 217591 GG you are wrong as shown by the human genome's spread around the world. People have always gone walkabout and scattered themselves to the wind. Especially females - see the geographic spread of their mitochondria compared with the Y chromosome which is much more narrowly spread due to tribes of males committing genocide when they got the chance or felt the need. A male wandering off into neighbouring tribes risked murder. Women were adopted with enthusiasm. Territory and females are traditional prizes of genocide. But you are right that there is also strong local grounding. Until the pressures get too much, and distant opportunities become tempting. Elon Musk is even planning a move to Mars!!! people in general are not nomadic. Yes they are. A cousin has studied human movement over thousands of years and written a book in manuscript form which I think he should finish editing and publish. He loaned it to me a few months ago. It was very interesting. According to his studies,a big portion of humanity, that he refers to as Refuseniks, do stay in place and maintain traditional norms, but a big portion goes off over the horizon to whatever lies beyond. What people "generally" do is not what defines and creates the future. It's what the tiny minority do that matters. Elon Musk for example has made major changes. So did Irwin Jacobs. So did swarms of others. Even if 90% of people are do-nothing, go-nowhere types, they are irrelevant. Grounded people would like Tradable Citizenship too. People like owning things. Including their share of their country. It doesn't mean they have to go somewhere else. But it would give them big choices, degrees of freedom, assets to sell, or gift. One of the advantages of democracy is that it gives the serfs a slight feeling of ownership. That beats being a plain, powerless citizen, serf, or slave. Their pride of ownership would soar if they actually DID literally own their share of their country. Mqurice
